Section 6
Can send workers by treaty or agreement
: (1) Notwithstanding anything else written in this Act, the Government of Nepal may, through any office, body or organization wholly owned by the Government of Nepal, enter into a treaty or agreement with the government of a country that has established diplomatic relations with Nepal. Will be able to send workers to the country
(2) In accordance with sub-section (1), there will be a steering committee as follows to formulate policies and make other necessary arrangements to make the procedure adopted by the Government of Nepal when sending workers systematic, competitive and transparent:
(a) Minister of Labor and Transport or Minister of State – Chairman
(b) Secretary, Ministry of Labor and Transport Management – Member
(c) Representative (Joint Secretary Level), Ministry of Finance – Member
(d) Representative (Joint Secretary Level), Ministry of Industry, Commerce and Supply – Member
(e) Representative (Joint Secretary Level), Ministry of Home Affairs – Member
(f) Representative (Joint Secretary Level), Ministry of Foreign Affairs – Member
(g) Executive Director – Member
(h) Women Representative, National Commission for Women – Member
(i) One member from each of the recognized trade union federations (j) One representative of foreign employment professional associations - member
(k) Director General, Department – Member – Secretary
(3) According to sub-section (2), the board of directors may invite domestic or foreign experts on foreign employment as observers in its meeting as needed.
(4) The committee of directors according to sub-section (2) shall arrange its procedure by itself.
(5) According to this section, the selection of the persons required to send workers will be done on the basis of fairness and transparency from among the persons who have completed the prescribed criteria and procedures.
(6) According to this clause, if any problem occurs to the workers going for foreign employment, the responsibility of the Government of Nepal will be to solve such problem.

(f) Representative (Joint Secretary Level), Ministry of Foreign Affairs – Member
(g) Executive Director – Member
(h) Women Representative, National Commission for Women – Member
(i) One member from each of the recognized trade union federations (j) One representative of foreign employment professional associations - member
(k) Director General, Department – Member – Secretary
(3) According to sub-section (2), the board of directors may invite domestic or foreign experts on foreign employment as observers in its meeting as needed.

(6) According to this clause, if any problem occurs to the workers going for foreign employment, the responsibility of the Government of Nepal will be to solve such problem.
